Twin City Agreement

[57] City twinning is supported in Japan by the Council of Local Authorities for International Relations, a joint agency of local governments established by the Japanese government in 1988 (like Sister Cities International, its equivalent in the United States). More recently, at the initiative of its governor Yoichi Masuzoe, Tokyo has begun to actively promote “urban diplomacy” with other cities. [58] In 1956, a twin-towns program was introduced in the United States when President Dwight D. Eisenhower proposed an initiative on citizen diplomacy. Sister Cities International (SCI) was originally a National League of Cities program, but it was a separate company in 1967 due to the growth and popularity of the program. [55] Although sister cities were originally forged for military or political relations, this has expanded considerably and today twin cities focus on cultural exchanges, education, economics and trade relations. Today, more than 2,000 cities, states and counties are partners in more than 140 countries around the world. The history of a twin city goes back centuries. Paderborn and Le Mans, France, were the first in Europe to establish the form of partnership of a “buried fraternity” between the dioceses of the two Andean Catholic bishops.

Subsequently, an official twinning contract was signed in 1967. In the United Kingdom, for example, Liverpool has a friendship agreement with Kunming in China. On the other hand, there are many other twin-city partnerships with cities in the UK. Each partner city organization is independent and monitors activities and themes that are important to them and their community, including local, economic, commercial, educational and cultural exchanges and projects with its partner city. Twin or twin cities are a form of legal or social convention between cities, cities, counties, oblasts, prefectures, provinces, regions, states and even countries located in geographically and politically different areas, in order to promote cultural and commercial ties. [1] The modern concept of twinning, conceived after world War II in 1947, was designed to promote friendship and understanding between different cultures and between former enemies as an act of peace and reconciliation[2] and to promote trade and tourism. [1] In the 2000s, twinning of cities was increasingly used to establish strategic international trade relations between member cities. [4] [5] Here is a list of “twin cities” or “twin cities” – that is, pairs of cities in different countries that have twinning cities.
